No, it's true, and it's not a descending list. Beside top 5, they also announce the rating of some other artists that several people want to know. Maybe the full list will come later.

You are not being a bitch, but probably uninformed.

As I said earlier, for the past 13 years since 1998, there were only 5 times that the last performers received the highest ratings. And 4 times out of those 5 were when SMAP was the last performer. In fact, there were times when people said being the Ootori meant you wouldn't get the highest rating. Because of this saying, I think the trend was this way even before 1998 but because I couldn't find the performance order prior to 1998, so I won't go back beyond that year.

And out of 19 times that SMAP participated in Kouhaku, this is their 12th time in the top 10. Some of these appearances, they weren't even perform in the second half but still got in the top10 overall. So this is NOT because they were the last performer, but just simply because they are SMAP.
